Per the State of Texas health and safety code section 754.019(a)(1), all elevators and escalators in the state of Texas are required to be inspected annually by a Qualified Elevator Inspector (QEI) barring the exemptions in section 754.0111.

Per 754.019(a)(5) it is the responsibility of the building owner to maintain the equipment in compliance with TLDR.

Frequent Testing & Inspections Questions

Please find the detailed information below for some of the most common questions we get.
1. What is a QEI?
QEI stands for qualified elevator inspector. Individuals who hold this designation have gone through an extensive background check and examination process to prove there qualifications and must maintain these qualifications based on the ASME QEI-1 Standard for Qualified Elevator Inspectors as well as NAWSA’s terms.
2. What is an annual (Cat 1) Inspection?
Category 1 inspections are periodic inspections required every 12 months on all elevators, escalators, chairlifts & moving walks that are used by the general public. This inspection is performed in accordance with the applicable ASME Code A17.1, ASME A17.3, ASME A18.1 & ASCE Code 21.
3. What is a full load (Cat 5) inspection?
Category 5 inspections are required every (5) years on all traction elevators as well as some hydraulic elevators that are equipped with suspension means, governor and safeties. Some of these tests performed must be done at either 100% capacity load (full load) or 125% capacity load. This rigorous inspection is to verify that the operation and function of multiple safety devices do not exceed or fall short of their acceptable thresholds.
4. Whose responsibility is it to schedule inspections?
It is the building owners responsibility to have the equipment inspected annually by a registered elevator inspector.
5. How do obtain my certificate of compliance?
Once the elevator inspection is completed, the inspector provides the building owner or representative with the inspection report. By signing the report, the owner/representative confirms that any violations have been or will be addressed. Upon submission of the report with the $20/elevator fee, TDLR issues the Certificate of Compliance.
6. How long do I have to correct deficiencies?
The building owner is responsible for having cited violations corrected or under contract to be corrected within 30 days of the date of inspection or must obtain a Waiver or Delay from the Department.
7. What happens if violations do not get fixed by next year?
When a violation becomes “Repeat” the building owner is at risk of enforcement opening a case against them. The owner must have the violation corrected then verified by a registered elevator inspector as well as “Correction of Repeat Violation” form filled out and filed to TDLR.
